Departmental Budget Officer
Fiscal Support

Serves as a senior business/financial officer for the Office of President, Division of Diversity and Belonging, Division of Health and Wellness and the Division of Student Affairs.  In addition, serves as the primary budget administrator and financial advisor for the divisional leads and grant funded TRIO Programs. Manages budget operations for the aforementioned areas and coordinates budgets with the University’s Director of Budgeting. Provides oversight for all Educational and General (E&G: State Share of Instruction, tuition, fees), General Fee (GF), and Auxiliary funded departmental budgets.  Develops financial policies and procedures specific to the areas of oversight.  Coordinates financial feasibility and planning studies.  Performs financial review and data analysis, provides data and recommendations regarding business operations and internal control procedures, and has oversight and approval authority for financial transactions associated with University and Foundation business.

  • Coordinates the annual budget process which includes development of budget templates, compliance with university budget policies, detailed analysis as well as short and long term strategic planning.  (1) Develops and administers annual budgets for the divisional leads. (2) Supports divisional leads in the development of budgets; e.g., provide guidance; communicate information; provide financial data; review estimates for completeness, accuracy, and historical trends.
  • Performs benchmarking, research, ad hoc analysis (e.g., financial results, variance analysis, efficiencies), and special projects as necessary.  Develops financial tools and training materials to assist management with monitoring budgets and expenditures to better manage the financial aspect of their departments.  Provides in-service training and education in regard to FMS and other university systems, budgets, and other financial topics
  • Advises divisional leads in matters related to personnel, operating budgets, purchasing, Foundation accounts, and other related financial matters.  This includes: reviews financial solvency, produces detailed financial data, performs financial analysis, prepares and verifies annual budget loads, verifies year-end balances (carryover) and ensures the accuracy of these transactions in FMS.
  • Serves as the budget administrator with approver authority regarding University and Foundation procedures and financial transactions. This includes accounts payable, travel expense, general ledger (record entries and research accounting issues), intercompany accounting (transfers, reconciliations), compliance management and other related matters.
  • Supports the implementation of Human Resource (HR) processes and responds to requests for information from the HR system. Consults prior to authorization to ensure alignment to funded budget.
  • Supports the implementation of Capital Project processes including review of Project Request Forms prior to authorization for completeness and funding sources; serves as the representative at university level bond/debt meetings and capital project review meetings.
  • Develops, analyzes, and reviews policies, procedures, and controls associated with the various funding sources (e.g., E&G, GF, fundraising) and financial transactions in accordance with University policies and procedures as well as the Ohio Revised Code and other promulgated rules and regulations.  
  • Serves as a representative on ad hoc committees, search committees, and other university committees as requested.  Additional duties as assigned.


Minimum Qualifications

Bachelor’s degree in Accounting, Finance or related field.  Degree must be conferred at the time of application.


The following experience is required:

  • Three years budgeting and fiscal analysis experience in higher education or in another large organization with 500+ employees.



Full-time, Administrative staff position available. Administrative Grade Level 356. Salary is commensurate with education and experience
